Description:
Develops, implements, manages, directs and maintains overall customs compliance procedures to ensure NuStar Energy, LP and its affiliates are in compliance with U.S. and global laws and regulations. Develops and implements processes and procedures to ensure compliance with domestic and global customs laws and regulations. The long term focus is the oversight, evaluation, and enhancement of customs and trade compliance activities, processes, and procedures. Responsible for managing all NuStar’s Foreign Trade Zone (FTZ) operations as well as managing all other import and exporting activities at NuStar’s other domestic and international terminals throughout the organization. Provides back-up support to departmental personnel on all customs-related matters. Initiatives include execution and maintenance of compliance controls, oversight of daily import/export operations, implementation and monitoring of third-party broker performance metrics, and initiation and implementation of solutions to improve import/export and customs compliance for both domestic and international locations. To accomplish these initiatives the incumbent will work with other departments, outside agents, customs brokers and attorneys.


Skills / Requirements
Requirements:
Bachelor’s Degree from an accredited 4 year college or university preferred. Customs Broker License is required and candidate must have a working knowledge of all areas of U.S. Customs and Border Protection (“CBP”) laws and regulations, including Harmonized Tariff Schedule of the United States (“HTSUS”), HTSUS Section and Explanatory Notes, CBP rulings and guidance, and Export Regulations. Must be bondable. Minimum of 10 plus years of experience as a customs broker or related position in import/export operations required. International experience preferred. Thorough knowledge of import and export laws/regulations required. Good knowledge of FTZ accounting operations and general accounting principles required. Strong understanding of petroleum refinery operations, transportation terms, and terms of sale preferred. Ability to determine and communicate legal and monetary ramifications of business decisions, and ability to identify and solve significant customs issues required. Knowledge and understanding of spreadsheets, graphs, and word processing (for meaningful reporting results) and ability to read, analyze, and interpret common scientific and technical documents, financial reports and legal and regulatory documents. Excellent written and verbal communication skills (in order to present information to management and respond to common inquiries) and strong analytical and problem-solving skills. Ability to work well with other department personnel and prioritize and manage multiple projects. Must be well-organized, highly self-motivated and detail oriented. Travel will be required.
