Jobing Description
Responsible for managing all department daily activity and long term goals. Identifies department weakness and institute refresher and advanced training programs for all department levels. Participates in daily Regional operational calls. Provides Engineering support and analytical guidance on new meter station construction as well as troubleshooting existing measurement issues. Provides Oversight of all company-owned/operated dynamic flow measurement devices and accounting procedures as outlined in NuStar's Standard Operating Procedures manual. Track, trend and document measurement variances. Identifies and troubleshoots pipeline measurement issues. Oversight of pipeline measurement audits. Participates in pipeline loss claim incident investigations. Institutes changes as required to ensure NuStar's systems meet or exceed industry Best Practices. Manages Safety Program. Responsible for department budgeting and monthly forecasting. Responsible for department compliance and auditing against NuStar's Standard Operating Procedures and approving third party contractors and service. Ensures all current and future measurement policies and practices are in accordance with industry/company guidelines.

Skills / Requirements
High School degree required. Bachelor's Degree preferred. Minimum 10 years of industry related experience required. Minimum 5 years in front line supervision required. Operations and maintenance experience a plus, preferably at the technical and supervisor/manager levels. Related process, economic, or mechanical experience is desirable. Knowledge of petroleum products and industry terminology preferred along with effective analytical and problem solving skills. Strong attention to detail, with the ability to proof work for accuracy. Ability to prioritize and handle multiple tasks and projects concurrently, managing time and scheduling meet appropriate deadlines. Ability to coordinate effectively and with other personnel, corporate departments, as well as, with external customers required. Excellent verbal and written communication skills with strong interpersonal skills required. Excellent PC skills, with proficiency in Microsoft Word and Excel. SAP and PowerPoint a plus.
