Jobing Description
Under the direction of the General Manager, the Director of Human Resources leads the activities of Human Resources and Safety. The Director provides strategic vision that integrates these activities into the organization to sustain efficient and effective operations while enabling the organization to achieve its objectives. The Director facilitates the departments’ strategic planning and budgetary responsibilities.

ESSENTIAL FUNCTIONS:
  • Serves on the River Authority’s Executive Staff team and provides leadership and advice on areas of responsibility.
  • Directs the development and staffing of Human Resources and Safety and is focused on providing services that are responsive to the needs of the organization.
  • Ensures that the organization is best positioned to develop successful employees that exemplify environmental leadership, stewardship and expertise.
  • Establish and maintain appropriate systems for measuring necessary aspects of technical management.
  • Assists and guides departments to meet the entities and departments’ goals and objectives.
  • Ensure activities meet with and integrate with organizational requirements for quality management, health and safety, legal stipulations, environmental policies.
  • Maintain awareness and knowledge of operational development theory and methods and provide suitable interpretation to directors, managers and staff within the organization.
  • Analyzes the departments’ operations and facilitates a regular strategic planning and action planning process to identify the best opportunities for the organization’s success.
  • Directs the continual improvement, development, motivation and empowerment of a team of professional staff members to ensure the division’s value to achieving the organization’s goals and objectives.
  • Attends and makes presentations to the Board of Directors and committees of the Board of Directors as directed by the General Manager or the Board of Directors.
  • Reports to the General Manager and Board regularly on the projects and status of departments.

  • Skills / Requirements
    EDUCATIONAL AND EXPERIENCE REQUIREMENTS:
    Graduation from an accredited college or university with a degree related to Human Resources Management, Public Administration, or Business Administration. A Master’s Degree preferred.
    Ten years of progressive Human Resources management experience, including five years supervisor experience. Public sector experience preferred.
    Demonstrated experience in the preparation, oversight, analysis of operational and capital budgets and financial support for multiple departments.
    Working knowledge of computer, information management and communications systems.
    Ability to facilitate an effective strategic planning process
    Proficient working knowledge of PC’s and word processing, spreadsheets, and presentations.
    Proficient knowledge of Word, Excel and PowerPoint is desirable.
    Ability to manage multiple projects simultaneously.

    Apply critical thinking using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, and approaches to problems.
    Active listening-giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate
    Conduct complex analysis and interpretation of analyze documents.
    Respond effectively to the most sensitive inquiries or complaints.
    Make effective and persuasive speeches and presentations on controversial or complex topics to the Board and others.

    Must be able to function in a principle based organization that has an established culture that is built on character and encourages all employees to develop good character and make decisions based on good character.
