Job Summary
Under general direction, the Human Capital Management Administrator serves as a Senior HR Administrator and is responsible for developing and implementing a human capital management program to include talent assessment and employee development in an effort to increase the organization's strategic focus on human resources planning. Establishes, monitors and makes recommendations based on trends in human capital. Partners with organizational leaders to define human capital requirements necessary to achieve organizational goals and objectives. Exercises direct supervision over assigned professional staff.
Essential Job Functions
*Builds talent management programs that assist departments in maximizing staffing through the use of competency reviews, workforce planning, performance management and career planning;
*Designs and implements HR strategies, programs and processes necessary to optimize workforce utilization to achieve short-term and long-term goals;
*Partners with executive leadership to analyze current and future operational needs and assists in developing human resources strategies and plans to meet those needs;
*Creates programs that assist departments in assessing talent, identifying high performers, and preparing employees for successful performance in positions of higher responsibility;
*Conducts research and performs data analysis to identify trends and patterns in the workforce that impact the operation;
*Creates and manages predictive models to forecast and report on job movement, retirements, talent pools, etc;
*Implements changes to employee development and training programs in support of succession management initiatives;
*Provides information to leadership on how to best utilize analyses to maximize departmental strategies;
*Integrates with all functions of human resources to develop strategic plans related to human capital, to include recruitment and selection, compensation and performance management;
*Conducts cost-benefit analyses for potential approaches and solutions;
*Develops and implements systems to measure effectiveness of human capital initiatives;
* Performs related duties and fulfills responsibilities as required.
