Job Summary
Under general direction, is responsible for performing administrative and managerial work assisting the Solid Waste Management Department in directing the City's waste collection and disposal function which includes residential waste collection, recycling, brush collection, automation and special programs. To assist in the direction, administration, personnel management, budget preparation management, goal setting and policy administration for the division. Other works involves extensive public contact including Federal, State, and Local environmental health agencies. Exercises direct supervision over Assistant Solid Waste District Managers, Supervisors, crew and administrative personnel.
Essential Job Functions
* Oversees and supervises the daily operations of the assigned district area or special programs;
* Plans and directs the City's curbside waste collection, recycling program, automation program, and brush pick up route collection, to include Out of Cycle and Dial-A-Trailer Programs;
* Develops long-term plans and programs for the assigned district area;
* Recruits, trains, supervises, and evaluates performance of personnel or special programs;
* Schedules the distribution of pertinent materials, notices, and information to the public;
* Surveys field conditions and workload and makes necessary adjustments;
* Coordinates with Assistant Solid Waste District Managers in the planning, organizing, and scheduling of operation activities for the assigned district area or special program;
* Assists in planning and directing operational activities such as work scheduling, equipment maintenance, methods and procedures, and environmental programs;
* Inspects garbage routes, landfills, brush collection and street cleaning operations;
* Evaluates operations to insure compliance with all state and federal rules and regulations;
* Coordinates with other districts, sections, and departments on various projects;
* May assist in the development and implementation of all programs related to waste and brush collection, street cleaning, landfill operations and 'Keep San Antonio Beautiful';
* Develops and directs all source reduction programs such as composting, shredding and recycling;
* Participates in the formulation of divisional policy and long and short-term goals;
* Coordinates preparation of reports and recommendations, composes correspondence and represents the district at conferences and meetings;
* Assists in preparing, directing, reviewing and monitoring the operating budget;
* Assists in the analysis of district problems and evaluation of possible solutions;
* Monitors budget for the assigned service area;
* Prepares reports and correspondence;
* Performs related duties and fulfills responsibilities as required.

Skills / Requirements

Job/Driving Requirements
* Bachelor's Degree from an accredited college or university with preferable coursework in Engineering, Urban Planning, Environmental Science, Public or Business Administration, or a related field;
* Three (3) years of progressively responsible managerial and/or technical experience in solid waste management, recycling, brush collection, automated garbage collection, public works administration, or civil engineering, to include two (2) years of supervisory experience;
* This position requires a valid TCEQ Class "A" or Class "B" Municipal Solid Waste Management certification or obtaining a valid TCEQ Class "A" or Class "B" Municipal Solid Waste Management certification within one (1) year after acceptance of position;
* This position requires a valid Class "C" Texas Driver's License or obtain a valid Class "C" Texas Driver's License within thirty (30) days after becoming a resident of the State of Texas;
* Use of your own personal vehicle may at times be required and proof of liability insurance will be required;
* Substitution Ratio: Two years of related experience may be substituted for one year of higher education or one year of related higher education for two years of experience;
* ANY APPLICANT SELECTED FOR EMPLOYMENT WITH THE CITY OF SAN ANTONIO MUST RECEIVE SATISFACTORY RESULTS FROM PRE-EMPLOYMENT DRUG TESTING, REFERENCES, BACKGROUND CHECKS AND CREDENTIAL VERIFICATION. ADDITIONALLY, EMPLOYEES IN SENSITIVE OR HIGH RISK POSITIONS ARE SUBJECT TO INTERVAL CRIMINAL BACKGROUND CHECKS AND IN ACCORDANCE WITH TITLE 49 CODE OF FEDERAL REGULATIONS, EMPLOYEES IN CDL POSITIONS ARE SUBJECT TO RANDOM DRUG TESTING.

Preferred Qualifications
*Master's degree in a business or public administration field is highly desirable;
*This position requires extensive analytical and administrative abilities;
*Ability to analyze, compile and report on complex data, policies, practices, systems, procedures such as tons and volume collected; vehicle utilization, personnel resource utilization, amortization of principal and interest payments, cash flow analysis, net present value analysis and cost benefit analysis;
*Ability to develop oral and/or written summaries and presentations on findings and recommendations;
*Experienced with various methods of data collection and development of performance measures;
*Assists with the preparation and monitoring of the department's annual budget;
*Assists with the departmental contracting functions including initiation, negotiation, termination, monitoring and compliance;
*Prepares management reports and delivers presentations;
*Prepares detailed written reports and presentations on proposed and ongoing projects;
*Plans and conducts organizational studies to improve the utilization of organizational resources;
*Evaluates and recommends staffing levels to insure effective utilization of human resources;
*Consults with departments or divisions to improve effectiveness, productivity and delivery of services;
*Coordinates departmental projects with city-wide impact, to include the dissemination and communication of information to affected City departments;
*Experienced with software applications dealing with GIS systems and routing;
*Advanced skill level with MS Excel, Word and PowerPoint.
