Overall Job Objective

Summary

Under administrative direction, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities.  This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public.
 
This position is pending Civil Service Exclusion.

Duties and Responsibilities

  • Establishes and maintains information technology quality management system and supporting standard operating procedures and policies
  • Leads and develops a team of resources that support the IT Process Quality, Change Management, Performance Management, and Testing functions
  • Employs a structured and pragmatic change management methodology to facilitate change and promote commitment to compliance
  • Drives efficiencies in software testing processes, including the identification and implementation of automated test strategies and other software tools to increase testing effectiveness
  • Applies advanced technical expertise to ensure that QA testing is well defined, planned and successfully executed using appropriate techniques and toolsets consistently
  • Ensures IT has an established key performance indicator library with defined targets and methods to regularly gather data and update measures for reporting
  • Acts as the chair for the Change Advisory Board (CAB); which includes the creation of agendas, circulation of change requests being considered, and documentation of CAB meeting minutes
  • Serves as the lead resource in key domains and systems on QA techniques, toolsets and testing
  • Applies process definition, improvement and design methodologies to identify, analyze and improve business processes to improve quality, reduce costs, increase efficiencies and customer satisfaction
  • Conducts audits to measure and assure adherence to established QA standards for Systems Development Life Cycle processes
  • Develops governance standards for QA organization and publish metrics for continuous improvement to IT leadership team
  • Responsible for developing and maintaining the overall framework for internal document/record controls; to include generation of standard document and form templates
  • Continuously identifies process improvements and new tools to increase efficiency and productivity of team
  • Conducts training to ensure employees are aware of established processes
  • Maintains a close working relationship with management of all departments and internal customers
  • Performs other related duties as required

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor Degree, and seven (7) years' of IT Process Development experience; or an equivalent combination of education and experience
  • Must have experience with IT service management frameworks such as ITIL or COBIT
  • Must have experience performing quality management within an IT environment
  • Advanced knowledge of IT quality management processes; advanced knowledge of IT service delivery/management best practices frameworks; advanced knowledge of root cause analysis and corrective actions; knowledge of process management control systems; knowledge of quality control metrics; knowledge of all aspects of IT including software, infrastructure, and project management
  • Strong skill in administering Standard Operating Procedures (SOPs)
  • Ability to represent the County in a professional and effective manner; ability to maintain knowledge of regulatory requirements applicable to the County of Bexar; ability to write, perform and evaluate quality control procedures; ability to effectively communicate, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Must have and maintain a valid Texas driver's license, motor vehicle liability insurance and personal injury insurance
  • Must have available transportation during entire workday
  • May be required to work more than 40 hours during the workweek
  • May be required to work weekends
  • Required to be on call 24 hours
Preferred Certification/License:
  • Lean Six Sigma process excellence Green Belt or higher certification
  • ITIL Certification
  • SCRUM Master Certification
Working Environment and Physical Demands:
  • Constantly working in indoor conditions
  • Frequently moves items weighing up to 10-15 pounds
  • Occasionally moves objects weighing up to 15-30 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
