PRIMARY DUTIES AND RESPONSIBILITIES
Position Summary: TheCompensation and Benefits Manager is responsible to provide functionalexpertise and direction in developing, maintaining and administeringcompensation and benefits programs. Thisis a hands-on compensation and benefits administration and compliance role, thatwill enable the agency to attract, retain and motivate top talent. In addition to administering health andwelfare plans and defined contribution retirement plans, the position isresponsible for reviewing, developing and maintaining Agency job descriptions,job grading structure, market benchmarking, pay ranges, and for administeringall performance management systems and processes and base and incentivecompensation plans. Reports to the VicePresident of Human Resources.

EssentialDuties and Responsibilities
1.Contribute benefits expertise as part of Agency leadership team that guides design of health and welfare and defined contribution retirement plans. Contribute as required to all plan audits.
2.In collaboration with the VP/HR, develop, maintain, communicate and administer Agency job descriptions, job grading structure, market benchmarking, pay ranges and compensation (status changes) administration that facilitate a fair and compliant base compensation system.
3.In collaboration with the VP/HR and CFO/Controller, maintain, communicate and administer all Agency incentive compensation plans.
4.Lead the review, selection, implementation and administration of the company’s performance management system, processes and salary administration guidelines.
5.Participate in annual benefits cost and design assessments (e.g. utilization reviews, plan design changes and vendor assessments).
6.Monitor the effectiveness of existing performance management and compensation policies, plans, guidelines, and procedures, recommending plan revisions as well as new plans to be in line with compensation trends and company objectives.
7.Drive appropriate level of market pay benchmarking, providing recommendations on pay decisions (new hires, promotions, pay rate adjustments and classifications), policy and guideline interpretation and job evaluation, including the design of creative solutions to specific compensation-related issues.
8.Ensure all plans in full compliance with ERISA, DOL, IRS ACA, HIPAA, ADA, FMLA, COBRA, SCA and all relevant regulations, monitoring to ensure strict compliance and avoidance of non-compliance penalties.
9.Ensure ACA-related reporting to employees and IRS is administered accurately and timely, primarily focused on 1095B and 1095C distributions. Review and recommend for approval plan 5500 filings.
10.Administer defined contribution plan(s) -403(b). Educate, communicate and enhance employee participation rates. Review and ensure regulatory compliance of plans.
11.Monitor the administrative costs, participation rates and pricing of benefit programs and recommend cost control strategies including alternative methods of administration and funding.
12.Develop and manage an effective relationship with brokerage service/consultants, benefit providers and third party administrators.
13.Ensure vendor adherence to contractual stipulations and legal compliance as it relates to benefits administration and consulting.
14.Maintain Plan Documents and Summary Plan Descriptions. Ensure compliance with plan participant communications requirements.
15.Assess and maintain functionality, data entry and transaction workflows through benefits systems and modules, including multiple system interfaces. This includes benefits enrollment and changes, compensation and performance management and reporting compliance.
16.Manage records and retention requirements for health and welfare and benefits plans. Maintain accurate and timely transaction procedures coordinated with payroll, benefits, compensation and other applicable HR functional areas. Continuously improve HR transactions, efficiencies and error minimization. Document and maintain updated records and standard operating procedure workflows as relate to benefits and compensation plans.
17.Meets other duties and expectations as assigned.

JOB REQUIREMENTS
Requirements:
1.Bachelor’s Degree in Business Administration, Human Resources or related field. Master’s Degree or Compensation and/or Benefits Certification a strong plus.
2.Minimum 7 years’ of current and proven experience with compensation, performance management, health and welfare and defined contributions plans administration and compliance.
3.Strong computer skills, including HRIS Systems and MS Office applications.
4.Must be able to effectively communicate both in oral and written formats to the organization.
