Overall Job Objective

Summary

Under general direction, is responsible for overseeing and directing Life, Safety, and Security resources and staff for all County buildings and facilities; ensures compliance with service contracts; maintains section policies and procedures

Duties and Responsibilities

  • Responsible for maintaining OSHA compliance for maintenance operations
  • Responsible for the annual compliance inspections for Fire Safety Equipment
  • Responsible for creating and maintaining emergency Response and Preparedness plans with assistance from the Office of Emergency Management for all County buildings
  • Performs regular building inspections to ensure egress paths are unobstructed and fire evacuation plans are accurate
  • Inspection, maintenance, and repair of Emergency Generators
  • Management of Elevator Service Contract and repairs; including response to failures and entrapments
  • Responsible for the management, repair and operation of the Hirsch Access Control System, and the issuance and management of Bexar County ID badges
  • Responsible for the management, repair, and operation of the County's video surveillance infrastructure including the Video Management System and associated cameras
  • Management of the Contracted Security Services Contract, including contract compliance, billing verification, and scope validation and adjustments
  • Performs related duties as required

Minimum Qualifications

  • Graduation from an accredited college or university with an Associate's Degree and (7) years of life, safety, or security related experience with (3) years supervisory experience; or an equivalent combination of education and experience
  • NFPA, TCOLE, or OSHA certification is preferred
  • Considerable knowledge of NFPA and OHSA requirements; knowledge of Federal, State and local building, environmental, security and fire/life safety requirements
  • Considerable knowledge of access control and video surveillance systems
  • Skill in managing employees; skill in communicating effectively, both verbally and in writing; skill in managing multiple projects simultaneously
  • Ability to interpret current conditions and develop solutions and standards to preserve County assets; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, government agencies, outside organizations and the general public
  • Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail; skill in supervising technical employees; skill in operating and maintaining office computer systems and a wide variety of office software packages
  • Must possess and maintain a valid Texas Driver's License
  • Must secure and maintain a favorable background investigation
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek
 Working Environment and Physical Demands:
  • May be required to work in a jail environment
  • Subject to climbing, balancing, walking, reaching, pushing, handling, sitting, standing, bending and twisting to perform the essential functions
  • Constantly working in indoor and outdoor conditions
  • Occasionally moves items weighing up to 10-15 pounds
  • Frequently communicates with others; must be able to exchange accurate information
  • Constantly operates a computer and other office productivity machinery
  • Required to be on-call 24-hours a day
  • May be required to work more than 40 hours during the workweek
